Overview

Gary Campbell has more than twenty years’ experience representing companies of all sizes, from some of the largest federal contractors to small and emerging companies, helping them on all aspects of federal, state, and local procurement matters. His practice is informed by his prior experience as in-house counsel to a Fortune 100 aerospace and defense company. This practical experience, along with his deep knowledge of the rules and regulations that govern government contracts, allows Gary to provide knowledgeable day-to-day advice and counseling to government contractors. Gary’s counseling practice includes proposal responses and contract negotiations, ethics and compliance issues, internal investigations and government audits, mergers and acquisitions, and country of origin determinations under the Buy American Act (BAA), Trade Agreements Act (TAA), and the Berry Amendment.

In addition to his counseling practice, Gary has extensive experience litigating matters on behalf of government contractors and subcontractors. He regularly brings and defends bid protests at the Government Accountability Office (GAO) and the Court of Federal Claims (COFC). He also has experience litigating contract disputes before the COFC and boards of contract appeals, particularly the Armed Services Board of Contract Appeals (ASBCA) and the Civilian Board of Contract Appeals (CBCA), as well as size protests before the Small Business Administration’s Office of Hearings and Appeals (OHA).

Gary currently serves as co-chair of the U.S. Geospatial Intelligence Foundation’s Legal Working Group and is a member of the U.S. Court of Federal Claims Advisory Council.
