Marc S. Martin, a communications partner with Perkins Coie LLP, called that a pretty high bar to overcome, since the White House “has already made it clear [that] it supports the FCC’s repeal of net neutrality.”

“As a legal matter, this is not a significant step. It has no binding effect, and the other two steps are not likely to happen,” he said.
