While baiting agencies to relinquish spectrum has always been fraught, the high-profile element of the rift is new, said Marc, chair of the firm's Communications practice, putting it on par with other unharmonious aspects of the Trump presidency.

"That's probably been kind of true with this administration in general. People speak about how it seems like a more contentious place," he said. "In some ways, this is not even a legal or policy question. It's a matter of electrical engineering," Marc said.
