The White House in October issued a new drone testing directive intended to rally state, local and tribal governments to oversee sites that will serve as incubators for getting drones ready for takeoff in the U.S., with the goal of clearing up the existing regulatory framework and gathering input from a variety of stakeholders.

"It'll create these innovation zones where the rules are relaxed and test some of these technologies, collect data and inform future rulemaking," Dan Ridlon told Law360.
