Partner Ted Boling was quoted in “Environmental Laws Bypassed at Westchester Airport Project,” an article in Journal News,* regarding the National Environmental Policy Act (NEPA).

Ted, who served as the U.S. government's top NEPA official during the Obama administration as associate director of the President's Council on Environmental Quality, said the law was designed to make sure federal actions don't harm the nation's land, water and air.

"NEPA is a look-before-you-leap statute that serves to help anticipate and avoid problems," he said. "There appear to be some after-the-fact permitting questions here, which are harder to address when your range of otherwise reasonable alternatives have been affected by actions already taken."
