"The bill draws from — and would codify — some NEPA regulatory reforms finalized by the White House Council on Environmental Quality in 2020, said Ted Boling, a partner at the firm Perkins Coie LLP. He is also a former associate director for NEPA at the Council on Environmental Quality under the Obama and Trump administrations.

Ted said substantial federal control is among the terms that really beg for some definition.”
