After much debate, a bipartisan Congress suspended the public debt ceiling until 2025 by passing the Fiscal Responsibility Act of 2023, which President Joe Biden signed on June 3.

Included in the FRA were some of the most substantive Congressional amendments to the National Environmental Policy Act in decades. Although designed to streamline the federal environmental review process, it remains to be seen whether Congress' reform efforts will make much practical difference in how NEPA is implemented.

The need to expedite federal permitting is acute. The nation's infrastructure is outdated and in disrepair.
