Jean-Jacques Cabou was quoted in the AZ Central article, "Phoenix's New Lyft and Uber Airport Fees Likely Illegal, Attorney General Says," regarding ride share companies trying to avoid paying to operate at Phoenix Sky Harbor International Airport.

J. Cabou, outside legal counsel for Phoenix, said in an interview Thursday that the Arizona constitution has long allowed for cities to own and control access to property and operate enterprises. Prop. 126 did not undo those rights, he said. 

He noted that every company operating at the airport — from airlines to taxis to shops — pay to do business at Sky Harbor. 

"They all pay to do business at the airport, and ride share companies should be no different. There's no reason why they should get a free ride," J said.
