WASHINGTON, D.C. (July 10, 2017) – Perkins Coie is pleased to announce that Jon B. Jacobs has joined the firm’s Antitrust & Unfair Competition Litigation practice as a partner in the Washington, D.C. office. He joins the firm after 27 years with the U.S. Department of Justice (DOJ), where he litigated and tried both civil and criminal antitrust cases. Most recently, he was lead trial counsel in United States v. Anthem, the DOJ‘s successful challenge to the proposed $54 billion merger between health insurance giants, Anthem Inc. and Cigna Corp.

Jon has an extensive background in criminal antitrust enforcement and civil merger and non-merger litigation. He joined the Department in 1990 and has successfully litigated several high-profile antitrust criminal and civil cases, negotiated settlements and served as lead counsel on a wide scope of matters including cases involving price fixing, mergers and acquisitions, customer allocation, bid rigging and exclusive dealing.

In the criminal case United States v. AU Optronics, Jon was lead counsel for the economic gains issues at trial. That case was the government’s first attempt to prove the gains from a price-fixing conspiracy under the Alternative Fine Statute. Jon’s successful efforts led to the defendant corporation paying a $500 million fine. Jon also led a grand jury investigation of an international market allocation conspiracy resulting in more than $230 million in fines and the sentencing of four individual executives to a total of 65 months in prison. In addition to United States v. Anthem, some of his notable civil cases include United States v. Dean Foods, United States v. United Health Group, and United States v. Dentsply International. On many of his cases, Jon has worked in conjunction with competition regulators in Asia, Europe, South America and Australia.

Jon earned his J.D. from the University of Michigan Law School where he was the Note Editor at the University of Michigan Journal of Law Reform. He received his B.A. from Michigan State University. Jon has also served as an instructor at the US Department of Justice National Advocacy Center and a faculty member in the ABA Antitrust Section Trial Skills Program.
