On Sept. 20, the Chicago City Council passed an ordinance introduced by Mayor Rahm Emanuel and the Chicago Department of Business Affairs and Consumer Protection to create a business license specifically for the operation of short-term retail or food pop-up establishments. The new licensing structure allows business owners to expand their brands into new markets faster and with fewer costs.
The ordinance amends Section 4-212-010 and Section 4-8 of the Chicago Municipal Code governing retail and food establishment licensing by creating a pop-up retail user license, a three-tier pop-up food establishment user license and a pop-up food establishment host license.
