Overview

Greg Vogel advises clients on all aspects of federal, state, and local government contracts. With an emphasis on Federal Acquisition Regulation (FAR) requirements, Greg assists his clients on proposal submissions, prime contract and subcontract negotiations, contract administration and compliance, disputes, and bid protests.

Throughout his career, Greg has provided guidance on numerous large-scale research and development (R&D) and life sciences contracts awarded by the U.S. Department of Health and Human Services' (HHS) Biomedical Advanced Research and Development Authority (BARDA), the National Institutes of Health (NIH), and the Centers for Disease Control and Prevention (CDC). His work has included advising on all aspects of HHS R&D contracts for vaccines, therapeutics, and other medical countermeasures in response to public health threats such as anthrax, Ebola, and influenza, including Project BioShield procurements and Operation Warp Speed (OWS) programs responding to the COVID-19 pandemic. He also has negotiated complex teaming arrangements and counseled on complex corporate transactions, including mergers and acquisitions of entities in a variety of industries.

Greg’s significant experience also includes assisting clients in obtaining and performing contracts, grants, cooperative agreements, and Other Transaction Authority (OTA) agreements with various federal agencies, including the U.S. Department of Defense (DOD) and subordinate DOD agencies, such as the Defense Logistics Agency (DLA) and the Defense Advanced Research Projects Agency (DARPA). He also assists clients in obtaining and performing grants and cooperative agreements with the U.S. Department of Energy (DOE) for clean energy and manufacturing awards funded by the Bipartisan Infrastructure Law (Infrastructure Investment and Jobs Act). Additionally, he has represented clients in bid protests at the Government Accountability Office (GAO).

A former captain in the U.S. Army Judge Advocate General's (JAG) Corps, Greg counseled on all aspects of military law, including operational law, administrative and fiscal law, and government contracts. He was assigned to the U.S. Army Materiel Command (AMC) as a bid protest attorney and served as the sole Command Judge Advocate (CJA) at Soto Cano Air Base in the Republic of Honduras.
