Thea Percival Associate

Thea Percival represents clients in internet and information security issues, with an emphasis on data privacy, free speech and expression, and addressing the exploitation of children online.

Thea’s counseling practice includes advising companies on compliance with federal and state laws and regulations, including the Electronic Communications Privacy Act (ECPA), California Consumer Privacy Act (CCPA), Communications Decency Act (CDA), and 18 U.S.C. § 2258A.

A core part of Thea’s litigation practice involves assisting communications service providers and other global technology companies in responding to third-party and government requests for user data governed by the Stored Communications Act (SCA). Thea also defends companies in privacy and security litigation on a range of matters, including cases involving free speech and online publishing and privacy class actions.

In her active pro bono practice, Thea advocates for the privacy rights of victims and witnesses in felony domestic violence and sexual assault cases.

Thea serves as the co-liaison of the Women’s Forum to the firm’s Palo Alto office; she is dedicated to supporting women lawyers.

Thea was a summer associate at Perkins Coie in 2020 and recipient of a 1L Privacy & Data Security Fellowship in 2019. She also served as an extern for the Hon. Kimberly J. Mueller of the U.S. District Court for the Eastern District of California.

Prior to earning her J.D., Thea worked at Uber Inc. as a legal analyst on the law enforcement response team. She was also a legal analyst on the law enforcement response team for Yahoo! Inc.
