Overview

Energy law attorney Kira Loehr advocates for generation, transmission, and distribution utilities as well as consumers before state and federal regulatory agencies and courts. Known for her strategic thinking, she assists clients with innovative and effective regulatory, business, and policy solutions.

Kira regularly advises regulated utility clients through the development and permitting process for generation and transmission projects, including clean energy solutions. She also conducts general civil litigation in state and federal district and appellate courts. Her public utility administrative law experience includes electric and water rate case proceedings, territorial disputes between utilities, energy policy investigations, rulemakings, utility mergers, purchase and sale of utility facilities, innovative rate designs, and construction dockets.

Kira has appeared on behalf of clients in more than 100 proceedings before the Public Service Commission of Wisconsin (PSCW) and developed and taught a program entitled “Practice and Procedure before the PSCW.” In addition to her work in state and federal courts around the country, she has assisted clients in matters before the Midcontinent Independent System Operator (MISO), Federal Energy Regulatory Commission (FERC), Iowa Utilities Board (IUB) and the Kentucky Office of Administrative Hearings (OAH). Kira serves as board member of the Wisconsin Public Utility Institute (WPUI), Encore Studio for the Performing Arts, and Wisconsin Equal Justice Fund, Inc., and is a regular contributor to WPUI programs.
