In an editorial in the Lexington Herald-Leader last Tuesday, Senate Majority Leader Mitch McConnell called on states to “just say no” to the Environmental Protection Agency’s Clean Power Plan.

Before recommending this approach, however, Senator McConnell should have done his homework.

The Senator from Kentucky argues that states should refuse to implement the rule because it will increase energy bills, thereby hurting vulnerable Americans. But as one of us pointed out in a February 3, 2015 Real Clear Energy article, refusing to comply with the rule is not going to lower energy bills—in fact, it will only make things worse.
