WASHINGTON, D.C. (October 1, 2020) - Perkins Coie announced today that Edward (Ted) Boling and Stacey Bosshardt are joining the firm’s Environment, Energy & Resources practice in the Washington, D.C., office. Ted and Stacey will expand the firm’s nationally prominent project development and infrastructure practice.

Ted will be joining Perkins Coie from the White House Council on Environmental Quality (CEQ), where he served as the country’s top National Environmental Policy Act (NEPA) lawyer. Over the past three decades, Ted has served in the U.S. Department of the Interior (DOI), CEQ, and the U.S. Department of Justice (DOJ) in both Democratic and Republican administrations. Stacey joins from the DOJ where she served as an assistant chief in the Environment and Natural Resources Division and was a leading litigator for the federal government. Over their careers in federal service, Ted and Stacey have played key roles in the environmental review and permitting of many major infrastructure projects and related litigation.

Ted and Stacey will focus their practices on providing insightful and effective legal counsel to clients investing in a range of projects—including renewable energy, resource development, transportation and infrastructure.

Ted’s extensive government legal experience also includes the DOI where he served as deputy solicitor for public lands and deputy solicitor for fish and wildlife and parks, and the DOJ, where he was a senior trial attorney. Stacey’s additional experience includes serving in the Office of White House Counsel and as counsel to the U.S. Senate Committee on Homeland Security and Government Affairs. Ted will join Perkins Coie as a partner, and Stacey joins as a senior counsel.
