Recent Port of Bellingham Victory
On December 2, 2009, the GAO sustained the Port of Bellingham's protest against the National Oceanic and Atmospheric Administration (NOAA) award of a 20-year lease to support its Marine Operations Center-Pacific (MOC-P). The award has been the focus of intense political maneuvering and press coverage in the Pacific Northwest. The GAO ruled in favor of the Port of Bellingham because the awardee's facility was located within a designated flood plain and the agency failed to consider whether there was any practicable alternative. This decision has been applauded as great news for the City of Bellingham and the State of Washington. Lake Union has been homeport to the MOC-P for over 60 years. Representing the Port of Bellingham in this protest were Lee Curtis, Troy Hughes and Maggie Greenlee. Environmental law expertise was contributed by Sloane Wildman and Steven Pfeiffer.
