DALLAS, Tex. (April 2, 2014) - Perkins Coie is pleased to announce that Dean W. Harvey has joined the firm’s Dallas office as a partner in the Technology Transactions & Privacy practice.  Before joining Perkins Coie, Harvey was a partner with Andrews Kurth in Dallas.  Harvey is the sixth partner and tenth attorney to join the Dallas office in the last 12 months.

“Dean’s experience managing his own successful technology consulting business gives him a rich understanding of the challenges that technology companies face and the unique needs of his clients,” said Steve Smith, Office Managing Partner of Perkins Coie’s Dallas Office.  “His addition further strengthens our Dallas office by offering clients a deeper business practice bench.  We are delighted to welcome him to Dallas and our firm.”

Harvey’s practice focuses on technology and business process-related commercial transactions and data privacy and security, with a particular emphasis on healthcare information technology, retail and communications.  He assists clients in acquiring and developing technology, software and other technology-related services.  He has represented international retail companies, public hospital systems and multi-billion dollar private companies in securing outsourced services for information technology, telecommunications, bill collections, pharmacy operations, accounting services and HR-related matters.  Harvey has counseled Fortune 100 clients on multi-million dollar software development projects; SaaS providers in establishing and operating websites; technology companies in various data licensing transactions; and telecommunications software providers.  In addition, he advises retail entities, data analytics providers, and health care providers on security and privacy issues including PCI compliance, HIPAA privacy and security compliance, FTC Act compliance, and the creation of compliance and authentication procedures.

Harvey earned his J.D. from The University of Texas School of Law, Order of the Coif, and received his B.S., summa cum laude, from West Virginia University.  Before practicing law Harvey worked in the software industry for ten years.  He started his technical career at EDS Research and Development, where he created expert systems.  He went on to specialize in communications device driver and operating systems development on behalf of companies such as IBM and CalComp before starting his own software consulting company in 1992.
