Ivan Gold and Nidhi Thakar Publish Article on RPS Laws

Ivan Gold (POR) and Nidhi Thakar (WDC) have published:  "A Survey of State Renewable Portfolio Standards: Square Pegs for Round Climate Change Holes?" in the William and Mary Law School Environmental Law and Policy Review (vol. 35, Issue 1, 2010).   The 90 page article discusses renewable portfolio standards (RPS) in thirty states, how they work, whether they're effective tools to combat climate change, and how they relate to federal and international  carbon control programs.  The article should be interesting to any of our clients and friends involved in the energy industry, including  utilities, independent power producers, and policy makers.
