Overview

Partner Alexandra Magill Bromer has over a decade of experience representing the petroleum refining industry, energy sector and other industrial clients on a wide range of environmental compliance obligations arising under various federal statutes, as well as their state counterparts.

Alix’s practice focuses on all matters related to the Clean Air Act (CAA). In particular, she concentrates on solving complex regulatory problems (particularly related to stationary source and fuels obligations), defending enforcement actions by EPA and state agencies, challenging state and federal rulemakings, and coordinating emergency environmental responses. Alix has extensive experience with EPA’s National Petroleum Refining Initiative, where she represents refineries during the negotiation of settlement terms and regularly counsels her clients throughout consent decree implementation and the termination process.

In addition to her CAA experience, Alix regularly counsels clients on questions related to, and defends enforcement actions brought under, the Clean Water Act, CERCLA/EPCRA and RCRA.

For publicly listed clients, Alix advises on the discussion of environmental risks and disclosures in various SEC filings. She also has performed environmental due diligence in connection with transactions involving petroleum refineries. Well-versed in the complex, legacy-liability issues that arise between current and former owners of industrial sites, Alix has represented clients throughout the AAA arbitration process.

As an active participant in the firm's pro bono efforts, Alix assists Holocaust survivors to apply for benefits from the German government and works with veterans to secure medical retirements and benefits from the United States military.
