A central, recurring definitional challenge facing FCPA practitioners worldwide is whether, and under what circumstances, traditional local authorities, such as tribal leaders, qualify as “foreign officials” under the FCPA.  Perkins Coie Senior Counsel Barak Cohen and Partner T.
